With the overwhelming successes of the Green and White Revolutions, India is now fervently poised for the Food Revolution that will ensure agricultural diversification and large investments in food processing. The entry of multinationals, aggressive rise of commodity branding and low cost of technology are changing the economics of the Indian food industry. The rise of aggressive regional players making forays into categories where entry barriers are low and a boom in Indian FMCG markets and the rising need for these products are the key reasons for this growth in food business.

Indian agriculture is in the throes of a paradigm shift, thanks to the structural changes in the Indian economy. With the country achieving self-sufficiency in grains production, emphasis has changed from subsistence farming to commercialization, opening up vast opportunities for value-addition, packaging and exports, with a strikingly high level of technological involvement.

The holistic concept of food security, however, has two dimensions – availability of food and access to food. While the former has been achieved, the same is not the case with the latter. Despite bumper crops, distribution of food grains continues to be faulty – almost 30% of the food produced in the country is wasted. In such a scenario, it is important for us to reorient our historical agricultural policy framework – from managing shortages to promoting efficiencies and value addition. * The food processing industry is witnessing a 20% annual growth rate and, consequently, the demand for processed foods and beverages in the country is constantly on the rise. There are 300 million upper-and-middle-class consumers of processed and packaged food in the country, and another 200 million are expected to shift by 2010. In the scenario, the food processing industry has been accorded priority status by the new government with Subodh Kant Sahai holding independent charge of the Ministry of Food Processing Industries.
* Processed foods are primarily derived from agricultural commodities, which often incur multiple taxes at various stages. This multiple taxation has a cascading effect on prices. Moreover, there is a wide variation in the level of taxes across states, which creates a barrier to the free flow of materials from the farm to the factory and ultimately to the consumers.
* Post-Green Revolution, it is essential that agricultural research reoriented to address new challenges. As the existing crop seeds have reached yield saturation, there is an urgent need to evolve transgenic varieties through the application of biotechnology, RNA use, and molecular biology. These varieties should have high yield, short maturity, pest and disease resistance, stress tolerance, and wider adaptability.
* With the help of indigenous breeds improvement programme, nutritional research and improved cost-effective vaccine programmes, India has achieved the distinction of being the highest milk producing country in the world. Similarly, with processes in place to improve quality of marine products for internal and export markets, India is the seventh largest producer of fish in the world and is ranked second in inland fish production.
* Special foods are available for every patient today, be it hypertension, diabetes, obesity, or even weight reduction. For instance, diet food and nutraceuticals are the latest fad. The market for sugar-free confectionery and snack products is growing steadily. Motivated by a desire for maximum indulgence coupled with a wish for calorie control and health benefits, consumers are increasingly choosing sugar-free and sugar-reduced products.
* Packaging of food products has become important in order to ensure safety and hygiene and to eliminate the possibility of adulteration. In some cases, more than 50% of the price of a product goes towards packaging. Good packaging will greatly catalyze the development of a food-processing sector. However, packaging industry is yet to achieve international standards in the country.

Ministry of Food Processing Industries is planning to establish 500 food parks in the Tenth Five Year Plan across every parliamentary constituency. The agro products and food processing industry sector in India is one of the largest in terms of production, consumption, export and growth prospects. The government has accorded them a high priority, with a number of fiscal relief's and incentives, to encourage commercialisation and value addition to agricultural produce; for minimizing pre/post harvest wastage, generating employment and export growth.

Important sub sectors in agro-products and food processing industries are: Fruit & Vegetable Processing, Fish processing, Milk Processing, Meat & Poultry Processing, Packaged/Convenience Foods, Alcoholic beverages & Soft drinks and Grain Processing etc.

As a result of several policy initiatives undertaken since liberalisation in August 1991, the industry has witnessed fast growth in most of the segments. As per a recent study on the agro products and food processing sector, the turnover of the total food market is approximately Rs. 250,000 crores (US $ 69.4 billion) out of which value-added food products comprise RS 80,000 crores (US $ 22.2 billion)

Since liberalisation in Aug '91 till Dec '98 proposals for projects of over RS 72,000 crores (US.18 billion) have been proposed in various segments of the food and agro-processing industry. Besides this, Govt. has also approved proposals for joint ventures, foreign collaboration, industrial licences and 100% export oriented units envisaging an investment of Rs. 18.700 crores (US $ 4.70 billion) during the same period. Out of this, foreign investment is over Rs. 8800 crores (US $ 2.2 billion).

Agro products and processed food exports were at over Rs. 11,000 crores (US $ 2.75 billion ) in 1997-98, and constituted about 10 percent of total exports from the country. Out of these exports, rice accounted for 29%, whereas marine products accounted for over 42%.

Primary food processing is a major industry with lakhs of rice-mills/hullers, flour mills, pulse mills and oil-seed mills. There are several thousands of bakeries, traditional food units and fruit/veg./spice processing units in unorganised sector.

In the organised sector, there are over 820 flour mills, 409 fish processing units, 4932 fruit/veg processing units, 114 meat processing units, 138 sweetened and aerated water (soft drinks) units, 90 milk product units, 429 sugar mills, 725 solvent extraction units and several other food processing factories.

India is the world's second largest producer of fruits & vegetables, but hardly 2% of the produce is processed. India is the land of spices producing all varieties worth over Rs. 3500 crores (US $ 900 million) amounting to 25-30% of world production, which is processed for value-addition and export. It grows 22 million tonnes of oilseeds covering most of the varieties. Other important plantation products include tea, coffee, cocoa and cashew.

It has large marine product and processing potential with varied fish resources along the 8041 km. long coastline, 28000 km. of rivers and millions of hectares of reservoirs & brackish water. India's livestock population is largest in the world with

50% of world's buffaloes and 20% of cattles, but only about 1% of total meat production is converted to value added products. Size of the semi-processed and ready to eat packaged food industry is over Rs. 4000 crores (US $ 1 billion) and is growing at over 20%.

India leads the world in milk production with a current annual output of 91 million tons. This production constitutes 13% of the world's total output and over 55% of Asia's total milk yield. Inadequate cold storage facility in the country is cited as a reason for the wastage of food items. India is one of the world’s largest producers of fruits and vegetables but nearly 30 percent of this production is lost due to inadequate cold chain facilities. With a long coastline of 3650 miles, the Indian marine product industry is growing rapidly, but large quantities of marine products are wasted because of lack of storage facilities. Other food segments like dairy products, and processed meat, also require cold storage facilities. Realizing the urgent need for cold storage facility, the GOI has accorded high priority for this segment. The cold storage equipment sector provides an excellent opportunity for U.S. companies.

The Government of India’s plans to significantly expand the cold storage facility in the country has a potential to push the demand for cold storage equipment. Currently, the commercial and industrial refrigeration market has an estimated value of $212 million. There are significant opportunities for U.S. companies to partner with Indian counterparts to provide cold storage and refrigeration equipment. Considering all these factors, the GOI in 1986 established the Agricultural & Processed Food Products Export Development Authority (APEDA). APEDA has contributed to the development of physical infrastructure, grading and packaging standards, modernization of packinghouses and financial assistance for infrastructure development. The main goal is to curtail wastage of food products, and remove logistical bottlenecks in the food processing industry.

Small sized Indian firms with a production capacity of less than 0.5 tons per day contribute to more than 75 percent of the industry’s output in terms of volume and 50 percent by value. According to the GOI’s Ministry of Food Processing Industries (MOFPI), several thousands of bakeries, food, fruit and vegetable processing units in small-scale sector operate in the country selling their products to the local market. Over 820 flourmills, 418 fish processing units, 5198 fruit and vegetable processing units, and 171 meat-processing units are medium to large sized ventures in the country. Several of these ventures have plans to upgrade their production machinery to improve the quality and to retain their market share.

Anticipating the future growth potential of the Indian processed food market, a host of foreign companies have entered the Indian market and additional ones are evaluating options to do so. The entry of these new companies offers good market prospects for food-processing equipment suppliers. Several multinationals have entered India's food-processing sector, the oldest being Nestle of Switzerland and Brooke Bond Lipton of the Unilever group. Over the last few years, U.S. companies, Coca Cola, PepsiCo, Kellogg's, Pillsbury, Sara Lee Bakery, General Mills, and Heinz, have established their presence in India.

Growth of the processed food industry in India is hampered by multiple factors such as the lack of basic infrastructure for proper storage, preservation, and distribution facilities resulting in wastage and value loss. The lack of proper cold chain facilities and multiplicity of laws, regulations and orders governing this sector are major obstacles to growth.

Market Trends

Important food-processing sub sectors in India are fruit/vegetable, fish, dairy, meat & poultry processing, packaged/convenience foods, soft drinks and grain processing. The soft drinks and the confectionery sectors have recorded the highest inflow of foreign investment in the food processing sector, followed by the fruits and vegetable products, grain based products, meat and poultry, and milk food sectors.

The domestic Indian dairy machinery industry is quite self-reliant and proficient in developing a range of equipment such as stainless steel dairy equipments, evaporators, milk refrigerators and storage tanks, milk and cream deodorizers, centrifuges, clarifiers, agitators, homogenizers, spray dryers and heat exchangers. However, Indian industry needs latest technology such as self-cleaning cream separators, aseptic processing systems, milk testers, processing technology for the manufacture of yogurt, amino acids/chelates for the dairy industry, and feeding systems for dairy-mixer wagons.

The world's leading equipment companies like Hassia-Redatron, Invensys, Siebe, IMV Technologies and Tetra Pak have established manufacturing facilities and offices here through collaborations with local partners. Major foreign collaborations in the field of dairy production and processing include ATE Enterprises Ltd. with Stork Amsterdam BV of Netherlands, Pune based Filtron Engineers Ltd with Fristam Pumpen of Germany and with Dip Iing Ernst Fischer of Austria, and Bhagwati Supervac Pvt. Ltd with Supervac of Austria.

Import Market

Imports currently account for less than ten percent of the total food-processing equipment market. Imported state-of-the-art equipment is much more expensive than locally available products but they offer significant benefits in terms of yield recovery, lower maintenance and better quality output. Currently, imports from the U.S. represent 30 percent of the total imports of food equipment into India. Other major suppliers include Germany, Sweden, Switzerland and France. There are no restrictions on import of food-processing equipment into India. The total duty for import of food-processing equipment is 50.8 percent.

Imports of dairy equipment currently constitute less than 15% of the total market, with the major suppliers being Germany, France, Holland, Sweden, Austria, and the U.S. India allows entry of dairy machinery without any restrictions. India abolished the additional duty component on the import of dairy equipment in a bid to boost the agriculture and dairy industries.

The Indian domestic machinery market is not yet developed in machinery related to feeding systems, large capacity homogenizers, UHT plants, reverse osmosis, ultra filtration, aseptic packing machines, and packing machines for cheese, butter and ice cream. According to industry experts, these machines offer promising potential markets in India. The increased demand for processed dairy products requires quality equipment and services, which can be supplied through U.S. exports to India.

U.S. machinery suppliers coming into India can expect to face competition from established players as well as from a large number of small sized Indian firms. However, the Indian market offers significant export opportunities for U.S. equipment manufacturers if U.S. companies can deliver superior engineering solutions to end-users. Business deals for equipment in India are generally negotiated on an individual basis through ongoing communication with end-users. This requires strong local representation to maintain strong relationships with potential customers and to call on potential customers to provide information about the company’s capabilities.

Technology, price, delivery, and performance standards are critical factors that determine whether food-processing equipment can be sold in the Indian market. The cost of equipment and low running cost remain one of the primary factors that influence the sale of food-processing equipment. Upgrading would be another extremely important factor in the buying decision of the end-users. Green revolution has transformed India from a land of shortage to a land of surplus. India is presently the world's second largest producer of food, and has the potential of being the biggest with developing food and agricultural sector. Growing economy, surplus food and changing lifestyle has shifted the consumption pattern, from cereals to more varied and nutritious diet of fruit and vegetables, milk, fish, meat and poultry products. This gradual progression has given rise to the food processing industry in India. The food processing sector in the country with its vast potential has emerged as one of the major driver of economic growth and is often hailed as a sunrise industry.

Interestingly, the fact is while the country’s GDP growth rate had increased from 3.5% in 2002-03 to 9% in 2006-07; the food processing sector has grown from 7% to 13.1% during the same period. However, market experts are of the opinion that in future, the food products is going to contribute majorly towards India’s GDP growth.

India’s food processing sector primarily covers fruit and vegetables; meat and poultry; dairy products, alcoholic beverages, fisheries, plantation, grain processing and other consumer product groups like confectionery, chocolates and cocoa products, Soya-based products, mineral water, high protein foods etc.

India presently accounts for less than 1.5% of international food trade, which indicates that both investors and exporters are yet to gain more from the Indian food processing industry. The policies are investor-friendly and more importantly technological and human resources are available aplenty in the country.

The competitive edge enjoyed in terms of raw material and labour offers lucrative opportunities. However poor perception of quality and the indifferent image of Indian products is preventing Indian food products to penetrate global markets in a big way.

While developing countries like Thailand have exploited the global markets in a big way by fine-tuning quality management aspects of their food processing industry, India are yet to make a headway on this front.

Several thousand crore worth of farm produce is lost every year due to inefficient post-harvest practices for storage and processing. On one hand is the growing demand for food products, which are difficult to meet due to limited resources and on the other, there exist abnormally high wastage in farm sector due to inefficient technology in storage, processing and handling.

It is, therefore, imperative to introduce state of the art technology in the food-processing sector to minimize post-harvest losses. It also calls for a concerted attention to a few selected food products where India has or can develop a competitive edge over other countries.

FDI

The sector has been attracting substantial FDI also and is among the top ten sectors getting FDI equity. FDI up to 100 per cent equity is permitted under the automatic route in food and infrastructure like food parks and cold chains.

There are many areas for investment in this sector which include mega food parks, agri-infrastructure, supply chain aggregation, logistics and cold chain infrastructure, fruit and vegetable products, animal products, meat and dairy, fisheries and seafood cereals, consumer foods/ready to eat foods, wine and beer, machinery/packaging.

Productivity and Progress

It is essential to understand the dynamic relationship that exists between productivity and progress. The basic fact is that until both the farmers as well as the processors are convinced of benefits that accrue through productivity, the productivity campaigns will remain ineffective.

So the main challenge is to introduce the concepts of productivity and make it work under a variety of constraints for the sustainable growth of the industry.

In the process of globalization, the Indian food processing industry will be facing increased competition, particularly in domestic markets in addition to the uncertainties prevailing in the international markets. It is in this context that emphasis must be given to improve productivity and quality.

Undoubtedly, better performing firms will have a competitive edge over others. In order to maintain the tempo of productivity and quality, the National Productivity Awards have thus assumed much greater significance.

Ministry of Food Processing Industries on its part, is leaving no stone unturned to achieve the multiple objectives of stepping up the growth, higher farmer income, reduction in wastage, providing nutritious and safe food and enhancing employment opportunities.

It has initiated measures to deal with the major constraints being faced by the industry such as affordability and cost of processed foods, linking of farmers and processors, supply chain and post harvest technology, infrastructure, finance, food safety, hygiene and taxes.
